The Baltimore City Public School System held
its first PBIS Team Leaders’ Meeting at the Radisson Inn at Cross Keys on
September 21, 2005. The objectives of team leader meetings are to get team
leaders to network, to support each other, to learn the similarities and
difficulties encountered by other schools in their quest to fully implement
PBIS, and to overcome their difficulties. Amongst the speakers were Ms.
April Lewis, Director of The Drug Abuse and Violence Prevention Unit, who
presented a view of the future of schools with PBIS; Mr. Milt McKenna, Staff
Specialist and PBIS State Liaison from MSDE, shared the history of PBIS in
the city; and Ms. Meghan Nelson-Tracy, Assistant Principal of Dundalk
Elementary School, presented a case example of her school, a fully
implementing PBIS school in its fourth year. The big lesson as articulated
in various ways is that PBIS development in any school is “a process,” each
stage dependant on the level of completeness of the previous stage.
